When several tons of vehicle smash together there is only so much energy than can be absorbed, but collision avoidance technologies like electronic stability control are proving to save more lives than any technology since the seatbelt. That’s why automakers like Mercedes-Benz are developing “crash-proof” cars and big players like GM, Volvo and Volkswagen say autonomous cars are just over the horizon.
Excerpt from wired.com. Substandard action, that is people/person, is the major cause of accident. 98% of accident cause is actually substandard action. In this matter, behavior based safety is much more important to prevent accident.

New York has joined the ranks of states that ban texting while driving. The interesting part is that you won’t be pulled over for it but you will be fined up to $150 if you are caught texting when they pull you over for another violation
Excerpt from Berryreview.com. The main problem, I think, is ignorance to safety driving. Fine is a temporary solution, because deep down inside we're the creature who tends to break the law. It's more to culture approach to find a long term solution.
